    Every month nursing homes and assisted living facilities discard thousands of dollars in safe, unused prescription medication. It's a real problem, especially when you consider so many Rhode Islanders are struggling to afford their medication. That's why Rep. Ray Sullivan authored a bill to allow for the collection and distribution of safe, unused prescription medications to low and middle-income families. The bill passed unanimously in the House and Senate and was later signed into law by the governor.

    In 2005 Gov. Carcieri proposed building a new state police headquarters on protected land in West Greenwich known as the Big River Management Area. Nearly three decades ago, the land was taken from its original owners by eminent domain with the promise that it would be used as a reservoir. Today, no such reservoir exists and the land was deemed protected as open space in 1993. Ultimately, the legislation to allow the building in Big River passed the Rhode Island State Senate, but was stopped in the House of Representatives.

    Many of Rhode Island elementary and high schools are more than 35 years old and in some case literally falling apart around the students they're supposed to house. Each year, cash-strapped school committees struggle to find money for infrastructure improvement which is why Rep. Ray Sullivan introduced bonding legislation that would have equally divided $100 million in funding to each school district to exclusively support improvements in technology and infrastructure.

    Health Care
    • 2005
    o No. 5107 Sub B, sponsored by Rep. Sullivan, created the Utilization of Unused Prescriptions Medications Act. The act authorized the department of health and the board of pharmacy to create a voluntary program for the state that allows nursing homes, assisted living centers, and prescription drug manufacturers to transfer their unused prescription medications to participating pharmacies for distribution to Rhode Islanders in need. This bill was signed by the Governor in July 2005.

    o No. 5321, sponsored by Rep. Sullivan, requires that every licensed hospital be required to submit its core-staffing plan to the Department of Health at the beginning of each year. The purpose of the bill is to best utilize the resources of Rhode Island hospitals. The bill became effective in June 2005.

    o No. 5574, sponsored by Rep. Sullivan, was a resolution passed by the House that affirmed that the House would oppose changes to the Medicaid program that could have potentially lessened funding to states. The resolution was passed in February 2005.

    o No. 5332, sponsored by Rep. Sullivan, aimed to ensure better coordinate between the elderly pharmaceutical assistance program and that of the Medicare Part D prescription drug program. As of May 2005 the bill was still pending..

    Veterans
    • 2005
    o No. 5140 Sub A, sponsored by Rep. Sullivan, instituted the American flag license plate decal in order to raise money for the Rhode Island Military Family Relief Fund. At the time a resident registers or renews their registration, they are given the opportunity to purchase the flag decal and the proceeds go to help the families of Rhode Island veterans. The bill became effective in July 2005.

    o No. 6220, sponsored by Rep. Sullivan, moved to change the definition of “disabled” for those entitled to property tax relief to include a veterans’ disability benefit. The bill was referred to the House Finance Committee in March 2005.

    • 2005
    o No. 5749 Sub A, sponsored by Rep. Sullivan, was a House resolution that created a special house committee to study the needs and financing of repair and renovation in Rhode Island’s city and town educational facilities. The resolution passed in the House in April 2005.

    o No. 6484, sponsored by Rep. Sullivan, fashioned a House resolution to congratulate Coventry fourth-grade teacher Raymond Raboin on being named “Teacher of the Year”. The resolution was read and passed by the House in May 2005.

    o No. 6563, sponsored by Rep. Sullivan, honored Coventry School Committee Chairwoman Nancy Sprengelmeyer for being recognized by the RIASC for her commitment to ongoing professional development. The resolution was read and passed in May 2005.


    Environment
    • 2005
    o No. 5496 Sub A, sponsored by Rep. Sullivan, would have required companies engaged in the dumping of solid waste in Rhode Island to certify monthly that the waste deposited was not generated or collected outside of Rhode Island. The bill was left with the House Finance Committee in May 2005.

    o No. 6002, sponsored by Rep. Sullivan, authorized the Attorney General of Rhode Island to seek penalties, including an injunction, against companies partaking in out-of-state waste dumping at the Central Landfill. The bill became effective in June 2005.


    Quality of Life • 2005
    o No. 5543, sponsored by Rep. Sullivan, was legislation aimed at instituting criminal penalties for discharging a firearm on school grounds. If passed, the bill would have established penalties of up to 10 years and prison and up to a $50,000 fine. The bill stalled at the Senate Judiciary Committee in May 2005.

    o No. 6008, sponsored by Rep. Sullivan, would have permitted owners of home parks to file an affirmation with their annual reports to the Department of Business Regulation that they continue to adhere to the Fair Housing Practices Act, specifically pertaining to discrimination. The bill stalled in the House Corporation Committee in April 2004.

    o No. 6029, sponsored by Rep. Sullivan, proposed a ballot question that, if approved, would have provided additional funding for school improvements up to $3 million across the 39 cities and towns of Rhode Island. The bill was referred to the House Finance Committee in May 2005.

    o No. 6603 Sub A, sponsored by Rep. Sullivan, made bus drivers and monitors immune from liability when confronted with a situation that required the use of epinephrine for allergic reactions. The immunity is to apply only to situations of ordinary negligence, the immunity is not applicable in cases of gross negligence on the part of bus drivers and monitors. The bill was enacted in July 2005.

    o No. 6632, sponsored by Rep. Sullivan, intended to amend certain provisions of the Rhode Island Fair Housing Practices Act. The altered provisions pertained to exemptions to the requirement that the housing accommodation rent to a family with children. The bill was referred to the House Corporations Committee, where it remained as of June 2005.


    Coventry and West Greenwich

    • 2005
    o No. 6190, sponsored by Rep. Sullivan, was designed to provide property tax relief to West Greenwich residents. The homestead exemption for owners of residential real estate was enacted to reduce the town homeowners’ tax burden by nearly 40 percent. The bill was signed by the Governor in July 2005.

    o No. 6361, sponsored by Rep. Sullivan, allowed the town of West Greenwich to adopt a separate tax classification for unimproved residentially zoned property; enabling town exemption from the 50% cap over the rate applicable to any other classes of property. The bill was enacted in July 2005.

    o No. 6385, sponsored by Rep. Sullivan, authorized Mr. and Mrs. George Brown to finish construction at 41 Park Lane in Coventry. The bill passed in May 2005.


    Miscellaneous

    • 2005
    o No. 6224, sponsored by Rep. Sullivan, was a House Resolution to express condolences on the passing of William J. Valerio. Valerio was a longtime Rhode Island resident, born and raised in Providence, who bravely served in the United States Army and remained highly involved in the community throughout his life. The resolution was read and passed in March 2005.

    o No. 6501, sponsored by Rep. Sullivan, established a resolution to congratulate the congregation and Ministry of Our Lady of Czenstochowa Church on its 100th anniversary. The resolution was read and passed in May 2005.

    o No. 6670, sponsored by Rep. Sullivan, expressed the condolences of the House on the passing of Marine Lance Corporal Holly A. Charette. Charette was born in South Kingston and graduated from Cranston East High School before attending the Community College of Rhode Island and then enlisting in the Army. The resolution was read and passed in July 2005.
